- The purpose of this Act is to create and implement a long-term investment account for the Empire; to create an economic funding reserve; and to have an alternate emergency funding asset by investing in precious metals including gold, silver, and platinum.
- The position of Secretary for Investment is hereby established as a position under the office of the Chancellor, and holds responsibility for investing donated or assigned funds in minimal- or low-risk ventures to generate funds for the Treasury.
- Lord Michael Simpson, Count of Occibrazos is hereby appointed Secretary for Investment.

The account created for said purpose by Lord Michael Simpson, Count of Occibrazos with the Onegold.com financial market institution is hereby formally established as a project to be overseen by the Secretary for Investment, to be known as the Precious Metals Account.
- The initial funding and setup of the Precious Metals Account has been prepared and donated by the Count of Occibrazos in good faith and intentions from his own personal funds, consisting of $200 worth of silver, gold and platinum reserves.
- The Precious Metals Account shall receive donations or investments as assigned. Funds can be invested as needed and when surplus funds and donations are received and directed for said purpose.
- The Chancellor and the Secretary for Investment are responsible for the management of the Precious Metals Account and the transacting and disbursing of related funds, with the latter to oversee day-to-day management.
- The Precious Metals Account shall be held in the name of the Empire of Austenasia, in perpetuity, or until the said account is no longer viable. Any remaining funds will be transferred to the Treasury should the Precious Metals Account be liquidated.
- Profit generated by the Precious Metals Account that is not re-invested will be noted by the Imperial Budget and assigned to the Treasury, to be used for state expenditure and the public good.
