  1. The purpose of this Act is to clarify and establish certain authorizations and responsibilities relating to the Prime Minister, Cabinet, and other executive offices and bodies, and to ensure that disputes between officials in executive government can be reasonably settled.
  2. Executive offices and bodies are any entity of government subordinated to the Prime Minister or Cabinet.
  3. Immediately following the enactment of this statute, and at the beginning of every new premiership hence, a list of offices and occupying individuals with indicated senior and subordinate offices and occupying individuals must be written by the sitting Secretary-General and released to Parliament. Any subsequent changes to the list during a Prime Ministerial term, be it the creation or dissolution of offices or the dismissal and appointment of new individuals, must be promptly made available to Parliament by the sitting Secretary-General.
  4. As the Constitution states, “The Prime Minister is responsible for overseeing the regular activities of the Cabinet and co-ordinating the work of the Government Ministers”, it is confirmed that

    1. the responsibility of the Prime Minister therein is to the people of Austenasia,
    2. the Prime Minister has supervisory authority over the Cabinet, and
    3. the office of Prime Minister is the most senior office in the imperial government.
  5. Any official order issued to or action taken by an executive office or body must be first published in the form of a memorandum to be considered legal. Following promulgation, memoranda must be archived by the Secretary-General.
  6. A memorandum may be countermanded or belayed by a memorandum of a senior office.
  7. The Secretary-General shall, at the behest of the Committee on Administration, release all memoranda made during a past calendar month, or if the month is not yet complete, on the last day of that month.
  8. The House of Representatives reserves the privilege to issue a vote of no confidence in the Prime Minister. An Act of Parliament to appoint an Acting Prime Minister shall also be considered a vote of no confidence.
  9. Should a vote of no confidence pass, a parallel motion to petition the Monarch to immediately call for a General Election is also issued.
