- The purpose of this Act is to provide for the parliamentary representation of non-residential subjects by enabling them to vote for Representatives.
- Non-residential subjects of Austenasia shall belong to a Division, with the exception of those to whom Paragraph 3 of this same Act applies.
- Non-residential subjects shall not belong to a Division, but to the respective Town, if and for as long as they are serving as Representative or standing for election as such in accordance with Paragraph 10 of XXXII Jon. I 2014 or Paragraph 2 of CLXXXIX Jon. I 2022.
- Divisions shall be considered Towns for the purposes of Article V of the Austenasian Constitution of 2011, and each shall as such elect a Representative. However, as they do not have land or (under the strictest definition) a population, they shall not be considered Towns for the purposes of Articles VIII and XI of the same.
- Non-residential subjects to whom the exceptions made in Paragraph 3 of this same Act do not apply shall belong to the Division under which their ordinary residence falls.

The following four Divisions are hereby founded:
- The Britain and Ireland Division, under which falls the British Islands, Ireland, and any smaller nations enclaved by the same;
- The Europe and Africa Division, under which falls Europe and Africa, with the exception of those lands already included in the Britain and Ireland Division;
- The Asia Division, under which falls Asia; and
- The New World Division, under which falls the Americas and Oceania.

For the purposes of Paragraph 6 of this same Act (and elsewhere in law, unless to be reasonably interpreted otherwise):
- The boundary between Africa and Asia is the eastern bank of the Suez Canal.
- The boundary between Asia and Europe is the Hellespont and Bosporus (the islands in the Sea of Marmara belonging to Asia), the Kerch Strait, the Sea of Azov, the Don, the Volga-Don Canal, the Volga, Obshchy Syrt, and the Ural Mountains.
- The boundary between Asia and Oceania is the 1896 Lydekker’s Line.
- For the purposes of Article V, Section B, Paragraph F and Article VI, Section B, Paragraph D of the Austenasian Constitution of 2011, ballot stations may be virtual to account for non-residential subjects.
- As Divisions do not have Town Councils, local elections in such shall instead be organised by the incumbent Representative, or – should the Home Secretary see fit – by the Home Office or Secretary-General.

The following Acting Representatives are hereby appointed to serve until the first local elections to be called in said Divisions:
- Lord Andrew Creed, Baron of Corinium Terentium as Acting Representative of the Britain and Ireland Division.
- HM Emperor Aggelos I as Acting Representative of the Europe and Africa Division.
- Shiro Mephistopheles, MAO as Acting Representative of the Asia Division.
- Lord Charles Ross, Duke of Occidentia as Acting Representative of the New World Division.
- As an addendum, by his request, the Austenasian subjectship, offices, titles and honours of Lord Otto Birch, Count of Lygonia are hereby honourably revoked and removed.
