It is hereby recognised that the 2008 Constitution of the Empire of Austenasia was enacted nearly three years ago. While that is not a great length of time for most countries, taking into consideration both the size and the youth of Austenasia, it is hereby considered prudent to ascertain whether or not the population of Austenasia still wishes for the 2008 Constitution to lay down the basic laws of the nation.
In regards to Laws 1 and 4 of this same Act, the “2008 Constitution” is hereby defined as being synonymous with Act 1 (The Constitution) of the Parliament of the Empire of Austenasia.
On 18 September 2011, all Subjects of the Empire and all residents over the age of thirteen years shall be permitted to vote for a number of prospective Constitutions, each detailing a possible political structure and set of fundamental laws for the Empire of Austenasia to adopt.
Those wishing to vote shall present their votes to their respective Representative (in the case of Subjects who are not residents, the Prime Minister) to verify, and then to pass on to the Secretary-General, who shall re-verify the results of the voting and announce them on 20 September 2011.
Each Town Council may propose a prospective Constitution to be voted for. This may be written by themselves, or selected out of any presented for consideration by the residents of that Town. All prospective Constitutions proposed shall be publicly available to be read and voted on.
Each Town Council has until 12 September 2011 to propose a prospective Constitution. All proposed Constitutions must be made available to be publicly read by that date.
Taking into account Law 3, Paragraph C of this same Act, a prospective Constitution shall require over 50% of all votes to be implemented. If no Constitution receives over 50% of all votes, then the 2008 Constitution shall remain in force.
In regards to Law 4 of this same Act, should a new Constitution be implemented then that shall become the new predominant, fundamental, and supreme law of the Empire of Austenasia, effective as of 11:30 on 20 September 2011.
As authorising possible changes to the Constitution, this Act has been passed in accordance with Act 1, Law 12.
