Paragraph 10 of the First Amendment to the Austenasian Constitution of 2011 empowered Parliament to make an extra sixth person eligible to be appointed a Counsellor of State. We hereby direct that, upon the confirmation by Parliament of this Imperial Decree, Parliament shall legislate so as to make the holder of the title Lord of Muschamp Alley eligible to be appointed a sixth Counsellor of State.
We furthermore decree that the title Lord of Muschamp Alley will no longer be united with the position of Heir to the Throne, but – although HIH Crown Princess Caroline for now remains in possession of said title – appointment to the title shall instead be at the sole discretion of the Monarch.
The Lord of Muschamp Alley holds no power over Muschamp Alley, which is under the un-infringed sovereignty and administration of the United Kingdom. However, should ever Muschamp Alley be used to threaten the security of Wrythe, or should the alleyway itself and its place in the heritage of the Carshalton Nations be threatened, we may give the Lord of Muschamp Alley responsibility for monitoring said alleyway to inform Our Imperial Majesty on whatever situation is at hand.
Furthermore, we hereby grant the position of Lord of Muschamp Alley the following to use as arms: Party per fess Vert and Tenné, the Rushymian monogram Argent (the Rushymian monogram being the “RM” symbol adopted for Rushymia in 2010 by HIM Emperor Esmond III).
While on the subject of titles originating from Rushy Meadow, we decree that the title Defender of Nibiru has, since the passing of Act 139 on 4 January 2011 (just as was the title Lord of Muschamp Alley before the passing of this Imperial Decree), been united with the position of Heir to the Throne. The meaning of this title has, to those unfamiliar with the superstitions of “Vapourism”, always been mysterious; said title being held by the Heir to the Throne in no way implies support for or belief in said superstitions by the Imperial Family, but merely that Austenasia is a cultural heir of Rushymia.
Finally, we hereby accept the resignation of HIH Eritoshi, Countess of Memphis as Chief Ambassador, and appoint in her place Lord Charles Clarke, Duke of Grantabridge.
