The purpose of this Act is to establish the status of City for certain Towns of the Empire and to establish the office of Mayor in Cities.

The Capital of Austenasia and all Towns with a population of at least seven are eligible to be designated as Cities of the Empire by Act of Parliament or Imperial Decree. Cities are no more than a certain type of Town, and are considered such in regards to legislation which refers to Towns.

Cities of the Empire are known as City of Name rather than as Town of Name. The Town Council of a City is known as the City Council.

The subjects in a City shall elect from among themselves a Mayor in addition to a Representative in Local Elections. Subjects of a March of a City shall not take part in a vote for a Mayor.

The Mayor of a City shall not serve as the Representative of a City. Should a Mayor stand for election as Representative, they shall automatically lose their office should they be elected Representative. Likewise, should a Representative stand for election as Mayor, they shall automatically lose their office should they be elected Mayor. It is forbidden for a person to stand for both Representative and Mayor simultaneously.

Once elected, a Mayor can be compelled to resign only through a vote of the City Council of the respective City in which three-fifths or over of City Council members vote for the removal from office of the Mayor.

Mayors shall have the following powers and duties:

To chair meetings of the City Council;

To cast a deciding vote should a vote of the City Council be tied or otherwise inconclusive;

To veto the adoption of arms by a City, even if the City Council and Landed Noble be in favour of their adoption;

To unilaterally issue bye-laws, which may be repealed or amended by subsequent bye-laws of the City Council.

Should the Mayor of a City die, resign voluntarily, or be made to resign by the City Council, the City Council may, with the consent of the Representative of that City, appoint an Acting Mayor to exercise the functions, duties and powers of that office until the next Local Election in that City.

The Town of Wrythe – as Capital of the Empire – shall hold the status of a City effective as of 8 January 2017.

The Town of New Richmond shall hold the status of a City effective as of 9 January 2017.
