By the wishes and with the consent of its population, the nine hectare farming estate directly south-west of Capela Nova (Minas Gerais, Brazil), known as “Viveiros” and subsequently named “Machado”, is annexed by the Empire of Austenasia and given the name of Axvalley.

We hereby declare Axvalley to be a Crown Dependency of the Empire of Austenasia. Axvalley is not to be incorporated into Austenasia proper as a Town, but shall be under Austenasian sovereignty. Our Imperial Majesty is head of state of Axvalley in our capacity as Emperor of Austenasia, not in right of Axvalley itself.

As a Crown Dependency, Axvalley shall be represented internationally by the Empire of Austenasia.

Our Imperial Majesty shall appoint a Governing Commissioner of Axvalley to administer the territory in our name. Rubens Machado, CAO is hereby appointed the first Governing Commissioner of Axvalley, with any successors to be appointed by Imperial Edict.

Our Imperial Majesty holds absolute and unlimited authority over Axvalley, exercised by the Governing Commissioner with our consent. Although it is under Austenasian sovereignty, Acts of Parliament, Imperial Decrees and Imperial Edicts shall not apply to New South Scotland unless it is made explicit in said legislation that they do so. The domestic governance of New South Scotland is the responsibility of its Governing Commissioner.

The population of the estate annexed as Axvalley, having permanent residence on the land, shall be considered Austenasian residents, but shall not be considered subjects of Austenasia. Residents of Axvalley shall be counted towards the population of the Empire and shall be regarded as holding allegiance to our Imperial Majesty, but will neither be taxed nor elect a Representative due to Axvalley not holding the status of a town.
