By the generosity of His Majesty the King of New Wessex and the consent of its population, sovereignty over the former Wessaxon colony of New South Scotland was transferred from the United Kingdom of New Wessex to the Austenasian Throne on 20 January 2013, soon after our ascension to the Throne.
We hereby declare New South Scotland to be a Crown Dependency of the Empire of Austenasia. New South Scotland is not to be incorporated into Austenasia proper as a Town, but shall be under Austenasian sovereignty. Our Imperial Majesty is head of state of New South Scotland in our capacity as Emperor of Austenasia, not in right of New South Scotland itself.
As a Crown Dependency, New South Scotland shall be represented internationally by the Empire of Austenasia.
Our Imperial Majesty shall appoint a Governing Commissioner of New South Scotland to administer the territory in our name. Håkon Lindström, OAO is hereby appointed the first Governing Commissioner of New South Scotland, with any successors to be appointed by Imperial Edict.
Our Imperial Majesty holds absolute and unlimited authority over New South Scotland, exercised by the Governing Commissioner with our consent. Although it is under Austenasian sovereignty, Acts of Parliament, Imperial Decrees and Imperial Edicts shall not apply to New South Scotland unless it is made explicit in said legislation that they do so. The domestic governance of New South Scotland is the responsibility of its Governing Commissioner.
Although New South Scotland has no permanent population, the Governing Commissioner may recruit citizens of New South Scotland. Citizens of New South Scotland shall not be counted towards the population of the Empire but they shall be regarded as holding allegiance to our Imperial Majesty.
