The Purpose of this Act is to approve the First to Fourth Imperial Decrees of HIM Emperor Jonathan I; to divide the territorial holdings of Austenasia into Towns, Territories and Crown Dependencies; to annex Corinium Terentium as a Territory of the Empire of Austenasia; to transition Glencrannog from a Town to a Territory; and to provide for the defence of Territories and Crown Dependencies.

In accordance with Article IV, Paragraph D, Subsection C of the Austenasian Constitution of 2011, the House of Representatives hereby grants its approval and consent to the First to Fourth Imperial Decrees of HIM Emperor Jonathan I, thereby making them permanent law.

The Empire of Austenasia shall consist of three types of basic administrative division: Towns, Territories, and Crown Dependencies. Towns are inhabited territories which are fully incorporated into Austenasia within a hierarchy of Provinces, Duchies and Regions as established by Article X of the Austenasian Constitution of 2011. Territories are uninhabited territories which are also fully incorporated into Austenasia, taking the same place as Towns within the aforementioned hierarchy. Crown Dependencies are territories which are not fully incorporated into Austenasia, and, while under Austenasian sovereignty and an integral part of the Empire, are administered directly by the Monarch or a representative of the Monarch, with Acts of Parliament and Imperial Decrees only applying to them if they are specifically mentioned or if the Monarch (or the relevant representative of the Monarch) consents to them doing so.

Wrythe and Zephyria are confirmed to be Towns within the Empire of Austenasia, with Wrythe holding the honorary distinction of the capital of Austenasia.

Glencrannog shall no longer be considered a Town, but a Territory of the Empire of Austenasia. It shall remain within the Province of Nearloch, HIH Emperor Mother Margaret shall remain Baroness of Glencrannog, and HIM Emperor Jonathan I shall remain Laird of Glencrannog.

New South Scotland is confirmed to be a Crown Dependency within the Empire of Austenasia, to be administered in accordance with the First Imperial Decree of HIM Emperor Jonathan I and Paragraph 3 of this same Act.

Axvalley is confirmed to be a Crown Dependency within the Empire of Austenasia, to be administered in accordance with the Second Imperial Decree of HIM Emperor Jonathan I and Paragraph 3 of this same Act.

Corinium Terentium is hereby annexed to the Empire of Austenasia as a Territory. In accordance with Paragraph 13 of XXVII Dec. I 2012 (Spheres of Influence), the consent of the King of New Wessex has been sought and obtained.

Corinium Terentium consists of the easternmost field (measuring roughly 428,000 square feet) of the four fields which are directly south of the field in Tetbury (Gloucestershire, United Kingdom) that is bordered to the east by Chavenage Lane and to the west by a road which runs south to join the A4135 road between Tetbury and Beverston.

Territories shall have Nobility in the same manner as Towns. Andrew Jones-Creed-Mortimer is hereby appointed Baron of Corinium Terentium in accordance with Article XI, Paragraph J of the Austenasian Constitution of 2011.

The Empire of Austenasia shall not annex to the Territory of Corinium Terentium any land outside of the British non-metropolitan Cotswold District, or any land which is within said district but on the north-western side of the railway tracks between Stroud (Gloucs) Rail Station and Swindon (Wilts) Rail Station.

Corinium Terentium is in the Province of Greater Corinium. William Wade is hereby appointed Count of Greater Corinium. The Empire of Austenasia shall not annex to the Province of Greater Corinium any land outside of the British non-metropolitan Cotswold District.

Greater Corinium is in the Duchy of Davidopia, which is in the Region of Inner Austenasia. HIH Emperor Father Terry is hereby appointed Duke of Davidopia. The Empire of Austenasia shall not annex to the Duchy of Davidopia any land outside of the British counties of Wiltshire, Gloucestershire, Dorset, Berkshire, Hampshire, the Isle of Wight, or the former area of the 1974-1996 county of Avon.

Lord William Wade, Count of Greater Corinium is hereby appointed Governor of Corinium Terentium, and shall hold responsibility for the maintenance and enforcing of Austenasian law within Corinium Terentium.

Cohors I Jonathana is hereby founded within Legio I Britannica, for the defence of the Duchy of Davidopia. Lord Andrew Jones-Creed-Mortimer, Baron of Corinium Terentium is hereby appointed Tribune of Cohors I Jonathana.

Centuria I Gloucestria is hereby founded within Cohors I Britannica, for the defence of the Province of Greater Corinium. Lord William Wade, Count of Greater Corinium is hereby appointed Centurion of Centuria I Gloucestria.

Territories and Crown Dependencies shall not have spheres of influence as set out in XXVII Dec. I 2012 (Spheres of Influence) – Paragraph 6 of said Act is hereby repealed. Rather, the Empire of Austenasia reserves the right to transport military forces to its Territories and Crown Dependencies via the shortest route possible that allows for transportation of a practical speed, and to combat any immediate and hostile threats to the security of its Territories and Crown Dependencies which are within two miles of their borders.
