The Purpose of this Act is to recognise Monovian independence from Renasia and to recognise Monovia as a Tsardom.

In regards to Paragraph 2 of XII Dec. I 2012 (Foreign Relations), the Empire of Austenasia hereby recognises the independence of the Democratic State of Monovia from the Free State of Renasia, and recognises the Tsardom of Monovia as the official successor state of the Democratic State of Monovia. Austenasia recognises Monovian sovereignty over all land both claimed and controlled by Monovia, and with the permission and by the request of the Monovian government shall continue to take responsibility for the defence and foreign affairs of Monovia as a Protectorate of the Empire of Austenasia. The title Protector of Monovia shall be held by the Monarch for as long as Monovia is an Austenasian Protectorate.

HIM Tsar Harry Fitzpatrick I is hereby recognised as holding the title and rank of Tsar. He is hereby granted the title of Caesar in accordance with Article XI, Paragraphs A and B of the Austenasian Constitution of 2011.
