The Purpose of this Act is to establish the status of a protected state of Austenasia, and to transition the Tsardom of Monovia from a protectorate to a protected state of the Empire.

A protected state of the Empire of Austenasia is a sovereign state or individual territory which, by mutual agreement between both the protected state and Austenasia, the Empire is obliged to militarily defend upon request from the government of the protected state. Protected states of Austenasia have neither their foreign affairs nor their military as a whole controlled by the Empire

Paragraph 2 of the Sixth Imperial Decree of HIM Emperor Declan I is hereby repealed. The Tsardom of Monovia, by the request and with the consent of the Monovian government, is no longer a Protectorate of Austenasia but a protected state of the Empire.

In accordance with Paragraphs 2 and 3 of this same Act, the Empire of Austenasia shall militarily defend the Tsardom of Monovia upon request from the Monovian government.
