The purpose of this Act is to cede West Richmond to the United States of America in return for the annexation of South New Saint Josephsburg, as well as to divest James von Puchow of his Austenasian nationality and titles as per his request, and to approve the Imperial Decree of HIM Emperor Jonathan I numbered XXXIV.

The area of West Richmond, New Richmond is hereby ceded to the United States of America upon the migration of its residents to the United States of America. Austenasian sovereignty over said property is hereby relinquished. The residents and subjects formerly resident in West Richmond are hereby divested of their status as such and of all Austenasian nationality.

199 Hillside Drive, Forest Hills, Kentucky is hereby annexed by and to the Empire of Austenasia in accordance with the wishes and request of the owners and residents of said land. Said land shall be named South New Saint Josephsburg, and is annexed to the City of New Richmond.

In accordance with his request and in accordance with Paragraph 6 of LXV Jon. I 2016 (Nationality and Residency), Sir James von Puchow, former Marquess of Atkantia is hereby divested of his status as an Austenasian subject, and of all Austenasian nationality, titles and offices.

As an addendum, in accordance with Article IV, Section D, Paragraph C of the Austenasian Constitution of 2011, the House of Representatives hereby grants its approval and consent to the Imperial Decree of HIM Emperor Jonathan I numbered XXXIV (decreed on 8 January 2018), thereby making it permanent law.
