The purpose of this Act is to guarantee that the Government is accountable to Parliament and the Austenasian people through regular sessions of questions to the Prime Minister in the House of Representatives, biannual reports from Ministers, and other provisions.

On the first Friday of the months of January, April, July, and October of every year following the enactment of this Act, the Speaker of the House of Representatives shall open the floor for questions to the Prime Minister. Questions to the Prime Minister shall remain open for at least 48 hours at the discretion of the Speaker of the House, and during this period of question time no legislation may be presented to the House of Representatives.

The Prime Minister shall be expected to respond to all questions presented during questions to the Prime Minister, unless the Speaker of the House declares that a question is unrelated to the governance of the Empire or is inappropriate for any other reason.

On the last Saturday of the months of January and July of every year following the enactment of this Act, every Minister must release a Ministerial Report, detailing the works of their respective Ministries in the months following the release of the last Ministerial Report; excluding the first Ministerial Reports to be compiled in accordance with this Act, which shall set goals to be met before the release of the following Ministerial Reports.

Ministerial Reports shall comply with standards set by the Prime Minister in accordance with their status as head of government.

Ministers who fail to release a Ministerial Report on the established dates may be requested to resign by the Prime Minister. Should such a Minister fail to resign within seven days, the Prime Minister may advise the Emperor to terminate their appointment and select a replacement.

In the month of December of every year following the enactment of this Act, the Speaker of the House and the Secretary-General shall, on a date at their discretion, collectively release a Gazette detailing the works of the House of Representatives, including the enactment of legislation, elections for the Speaker of the House, and any other events deemed substantial by the Secretary-General and the Speaker of the House.

Should the Secretary-General and the Speaker of the House fail to release a Gazette by the end of the month of December, they shall be subject to the same provisions of this Act which apply to Ministers who fail to release Ministerial Reports.
