The purpose of this Act is to make provision for the choice to accept the Throne passing to a child, to legislate in regards to those eligible to hold the title of Archduke or Archduchess, and to specify that an Unknown Monarch during a Lord Regency is legally head of state and therefore may exercise the powers thereof. As an addendum, Lord Admiral Joseph Kennedy is made Duke of Bohemia.

In accordance with Article IV, Section C, Paragraph A of the Austenasian Constitution of 2011, one in line to inherit the Throne may refuse it, upon which the choice of whether or not to accept and ascend the Throne will pass to the next in the Line of Succession. Should the choice of whether or not to accept and ascend the Throne pass to a child of thirteen years or younger, the choice will be made on their behalf by their legal representative, that is, their parents or guardians. Despite children older than thirteen years having their parents or guardians as their legal representatives, the choice of whether or not to accept and ascend the Throne is theirs alone should it pass to them.

In accordance with Article XI, Section I of the Austenasian Constitution of 2011, the title of Archduke or Archduchess can only be held by a person in the Line of Succession to the Throne. However, in accordance with Article IV, Section B, Paragraph Q of the Austenasian Constitution of 2011, the Monarch holds absolute discretion as to the holding of all titles and styles; therefore, an Archduke or Archduchess who loses their place in the Line of Succession may retain their title of Nobility should they have the explicit permission of the Monarch, and the Monarch may themselves hold said title should they be granted it by Parliament and choose to accept it.

In accordance with Paragraphs 5, 6 and 12 of LII Jon. I 2015, the Unknown Monarch is de jure Monarch and head of state during a Lord Regency. Although such is discouraged, any power of the Throne which may be exercised by a claimant to the Throne during a Lord Regency – for example, the bestowal of a knighthood – shall be retrospectively recognised as having been valid should said claimant be crowned as Monarch and recognised as having been the Unknown Monarch when said claimed power was exercised.

As an addendum, unrelated to the rest of this same Act, HIH Lord Admiral Joseph Kennedy, Count of Greater Richmond is hereby made Duke of Bohemia in accordance with Article XI, Section J of the Austenasian Constitution of 2011.
