The purpose of this Act is to repeal and replace Sections D and R of Article XII of the Austenasian Constitution of 2011 in accordance with Paragraphs 8 and 11 of the Second Amendment and thereby to expand and clarify the human rights laws of Austenasia, as well as to approve the Imperial Decree of HIM Emperor Jonathan I numbered XXXV.

In accordance with Paragraph 9 of the Second Amendment to the Austenasian Constitution of 2011, Section D of Article XII of said Constitution is hereby repealed, and replaced with “legislation written in the spirit of said Section which expands upon and better defines its terms and applicability” by Paragraph 3 of this same Act.

No person may be discriminated against or unfairly privileged on the basis of gender, origin, race, ethnicity, language, ancestry, political opinion, disability, faith, or marital status, except where discrimination or privilege on the basis of one or more of the said characteristics is:

Permitted by a religious institution in regards to the holding of a position and/or the performing of a function within or in connection with said religious institution.

In regards to membership conditions mandated by a private organisation on the basis of freedom of association.

Necessary in regards to the casting of an actor or actress in order for an accurate portrayal of a role.

Necessary in order to maintain safety and/or operational efficiency to a reasonable degree.

Necessary in order to respect cultural or moral sensitivity.

Otherwise permitted by law.

In accordance with Paragraph 11 of the Second Amendment to the Austenasian Constitution of 2011, Section R of Article XII of said Constitution is hereby repealed, and its provisions replaced by Paragraph 5 of this same Act.

All willing persons over the age of sixteen have the right to reproduce and to engage in private in whatever sexual activities they consent to, except where such would constitute adultery and/or gross indecency.

As an addendum, in accordance with Article IV, Section D, Paragraph C of the Austenasian Constitution of 2011, the House of Representatives hereby grants its approval and consent to the Imperial Decree of HIM Emperor Jonathan I numbered XXXV (decreed on 13 February 2018), thereby making it permanent law.
