- The purpose of this Act is to establish a Ministry to enable greater political participation for non-residential subjects and to provide for issues arising regarding Territories.
- The Ministry of Territories and the Diaspora is hereby established as a government ministry, to be headed by the Minister of Territories and the Diaspora, who shall be a member of the Cabinet.

The Ministry of Territories and the Diaspora shall be responsible for:
- contacting non-residential subjects and encouraging those interested to join a group founded by the Ministry for the purpose of enabling greater participation and involvement for them in matters of political or cultural importance in Austenasia;
- representing, in an advisory capacity, the views and interests of non-residential subjects to Cabinet;
- relaying to Cabinet the concerns, requests or opinions of Governors regarding their respective Territories;
- encouraging Governors to compile and publish information and photographs regarding their respective Territories.
- Lord Andrew Creed, Baron of Corinium Terentium is hereby appointed the first Minister of Territories and the Diaspora.
