We direct that his now secondary title of Joseph Nobilissimus Caesar may be used in all legal and official contexts.

In accordance with our eleventh Imperial Decree and with the Heischierland and Oregonia Act 2014, our Crown Dependencies of Oregonia and of Terentia are currently governed by Governing Commissioners in the name of and on behalf of Our Imperial Majesty. While desirous to keep this state of affairs, we ordain that henceforth, HIH Joseph Nobilissimus Caesar shall be set over our North American Crown Dependencies as our deputy, and for appropriate matters to be referred to him by our Governing Commissioners for his consideration and direction.

Furthermore, Our Imperial Majesty approves of and encourages the plans for a museum to be established in Lichtenstein by the Duke of Grantabridge, and we give our consent for it to bear the adjective Imperial.

Furthermore, in accordance with the Subjectship Act 2014, Our Imperial Majesty bestows upon Adam von Friedeck, Governing Commissioner of Oregonia, subjectship of the Empire of Austenasia.

Finally, in accordance with Section B of Article V of the Austenasian Constitution of 2011, we hereby give formal notice of three weeks that a Local Election will take place on 11 October later this year. Until 27 September later this year, any willing subject (or any resident or any non-residential subject who fulfils the criteria set out in Paragraphs 4 or 10 respectively of the New Richmond and Shineshore Act 2014) may stand for election to run for the office of Representative of their Town, and may use the time between 27 September and 11 October to campaign to persuade the subjects of their Town to vote for them. On 11 October, all subjects willing shall go to ballot stations organised by their respective Town Council to cast a vote for who they wish to be their Representative. Votes shall be delivered to, counted and verified by Our Imperial Majesty in our capacity as Secretary-General, and sent to the incumbent Representatives of each Town. We wish all our subjects a happy Independence Day. Long live the Empire!
