The purpose of this Act is to establish Marches as a new form of territorial division within the Empire, to annex Caldari as a March of Palasia, to annex Achem as a Crown Dependency, and to transition Terentia into a Town.

From henceforth, the Empire may annex to itself inhabited areas of land as Marches, administrative divisions which are not Towns, Territories, or Crown Dependencies.

Marches shall be administered by a Margrave and/or Margravine living in the land in question. Margraves and Margravines are addressed as Your Lordship or Your Ladyship.

The Margrave and/or Margravine are responsible for the administration and order of the March that they are appointed over. They hold the powers of a Police Inspector over their March.

Each March is associated with a Town, being known as a March of that Town. The March is not part of the Town it is associated with, nor does the respective Town Council hold jurisdiction over it, but the Representative of said Town represents the interests of the residents of the March. The subjects of the March have a vote in local elections for the Representative of the Town they are associated with; said Representative has the responsibility of ensuring good governance of the March by the Margrave and/or Margravine, and may report any concerns to the central government.

Marches are included within a Duchy but not within a Province.

By the request and with the consent of its owners and population, the property of 21 Severn Road, Bury St Edmunds is hereby annexed by and to the Empire of Austenasia as the Caldari March, a March of Palasia. John Alexis and Maria Alexis are hereby appointed Margrave and Margravine of Caldari respectively. The Caldari March is in the Duchy of Grantabridge.

Achem is hereby annexed by and to the Empire of Austenasia as a Crown Dependency, in accordance with Paragraph 3 of VI Jon. I 2013 (Empire of Austenasia). Achem consists of the rectangular piece of open land measuring 105 by 31 metres situated directly to the south-west of Residencias El Remanso, Mérida (the latter roughly 420 feet north of the Albarregas tributary of the Río Chama). Tarek Kârjasary is hereby appointed Governing Commissioner of Achem.

The Crown Dependency of Terentia shall from henceforth no longer be a Crown Dependency, but a Town, continuing to hold the name Terentia. All residents of Terentia who are over the age of sixteen years and have lived on the property for over three years are hereby made subjects in accordance with Article III, Section B of the Austenasian Constitution of 2011.

The Town of Terentia is in the Province of New Bernardston, which is in the Duchy of New Virginia. Legate Sir Jacob Lewis, KCA is hereby appointed Baron of Terentia.

The position of Governing Commissioner in Terentia is hereby abolished through the transition of the Crown Dependency into a Town; it shall from henceforth be governed on a local level in accordance with Article VIII of the Austenasian Constitution of 2011.

Lord Legate Jacob Lewis, Baron of Terentia is hereby appointed Acting Representative of Terentia until the next Local Election.

In accordance with Paragraphs 3 and 4 of XXVII Dec. I 2012 (Spheres of Influence), the Grade One Sphere of Influence of the Town of Terentia is hereby declared to consist of all land of the United States of America which is within three miles of Terentia. The Grade Two Sphere of Influence of Terentia is hereby declared to consist of all land of the United States of America within ten miles of Terentia which is not already within its Grade One Sphere of Influence. The Grade Three Sphere of Influence of Terentia is hereby declared to consist of all land within the Massachusite counties of Berkshire, Franklin, Hampshire, Hampden and Worcester, within the Vermonter counties of Bennington and Windham, and within the county of Cheshire, New Hampshire which is not already within the Grade One or Two Spheres of Influence of Terentia.
