The Purpose of this Act is to establish and define three grades of sphere of influence and to define the extent of said spheres of influence around the Empire with an aim to provide for its national security, and to define to what extent the current administrative divisions of Inner Austenasia may be prospectively expanded in the future.

The Towns of Wrythe and Zephyria are acknowledged to be bordered on all sides by the British town of Carshalton. Carshalton is acknowledged to be bordered by the British town of Sutton to the east, the British town of Morden to the north east, and -continuing clockwise – by the British towns of Mitcham, Hackbridge, Wallington, Purley, Coulsdon, Woodmansterne, and Banstead.

Each Town of the Empire of Austenasia shall have a sphere of influence: a surrounding area which, while not under Austenasian sovereignty, the Empire of Austenasia reserves the right to – in certain circumstances – directly undertake actions in or otherwise influence in order to defend its national security by countering threats before they have a chance to directly affect the Empire.

In regards to Paragraph 3 of this same Act, spheres of influence shall be divided into three parts, each graded with a different number to specify to what degree the Empire may act within it:

The Grade One Sphere of Influence of a Town shall completely surround all of its land borders. The Empire of Austenasia hereby asserts its right to monitor and/or counter any possible threat to its national security found within a Grade One Sphere of Influence should permission be granted by the Monarch, Prime Minister, a Government Minister, a military officer, or the Representative or Police Inspector of the Town to which the respective Sphere of Influence is in regards to.

The Grade Two Sphere of Influence of a Town shall completely surround all land borders of its Grade One Sphere of Influence. The Empire of Austenasia hereby asserts its right to monitor and/or counter any probable threat to its national security found within a Grade Two Sphere of Influence should permission be granted by the Monarch, Prime Minister, a Government Minister, a military officer of the rank of Tribune or above, or the Representative of the Town to which the respective Sphere of Influence is in regards to.

The Grade Three Sphere of Influence of a Town shall completely surround all land borders of its Grand Two Sphere of Influence. The Empire of Austenasia hereby asserts its right to monitor and/or counter any immediate threat to its national security found within a Grade Three Sphere of Influence should permission be granted by the Monarch, Prime Minister or Minister of Defence.

The Grade One Sphere of Influence of the Towns of both Wrythe and Zephyria is hereby declared to consist of the British town of Carshalton. The Grade Two Sphere of Influence of the Towns of both Wrythe and Zephyria is hereby declared to consist of the British towns of Sutton, Morden, Mitcham, Hackbridge, Wallington, Purley, Coulsdon, Woodmansterne and Banstead. The Grade Three Sphere of Influence of the Towns of both Wrythe and Zephyria is hereby declared to consist of all land south of the River Thames and within the M25 motorway which has not already been specified as comprising either the Grade One or Grade Two Spheres of Influence of said Towns. The Grade One Sphere of Influence of the Town of Glencrannog is hereby declared to consist of all land in the Cowal Peninsula south of a northern-most boundary formed by the B836 road running east from Balliemore Burn to the A886 road, the A886 road running south to Auchenbreck Burn, and Auchenbreck Burn running east to the River Ruel. The Grade Two Sphere of Influence of the Town of Glencrannog is hereby declared to consist of all land which has not already been specified as comprising the Grade One Sphere of Influence of said Town in the Cowal Peninsula east and south east of a west and north western-most boundary formed by the A815 road running south west from the bridge roughly 0.3 miles up the road (roughly north north east) from its junction with the A886 road to it crossing the River Eachaig. The Grade Three Sphere of Influence of the Town of Glencrannog is hereby declared to consist of all land comprising the British county constituency of Argyll and Bute which has not already been specified as comprising either the Grade One or Grade Two Spheres of Influence of said Town. In regards to Paragraph 5 of this same Act, the Secretary-General is hereby tasked with creating, maintaining and updating maps showing the boundaries of the ten British towns listed based on British electoral wards, postal codes and addresses, and contemporary local usage of the place names. Said maps shall be provided to any Austenasians authorised to defend Austenasian national security in a sphere of influence under Paragraphs 3 and/or 4 of this same Act.

The Empire of Austenasia shall not annex to the Town of Wrythe any land outside of the British town of Carshalton or south of the railway tracks between Hackbridge Rail Station and Sutton (London) Rail Station.

The Empire of Austenasia shall not annex to the Town of Zephyria any land outside of the British town of Carshalton, north of the railway tracks between Hackbridge Rail Station and Sutton (London) Rail Station, or south of the railway tracks between Sutton (London) Rail Station and Wallington Rail Station.

The Empire of Austenasia shall not annex to the Province of Greater Wrythe any land which is not south of the River Thames and within the M25 motorway, and within the British counties of Greater London (including the City of London), Surrey, or Kent.

The Empire of Austenasia shall not annex to the Duchy of Royton any land outside of the British counties of Essex, Hertfordshire, Bedfordshire, Buckinghamshire, Greater London (including the City of London), Surrey, West Sussex, East Sussex and Kent.

The Empire of Austenasia shall not annex to the Region of Inner Austenasia any land outside of Greater London or the English Regions of South West England, South East England, the East of England, the East Midlands, or the West Midlands.

The Empire of Austenasia shall not annex any land on the island of Great Britain both south of the border between England and Scotland and west of a line of longitude running 1° 5’11″W without the consent of the King of New Wessex.
