The purpose of this Act is to make the Treasury the foremost source of funding of all public projects

Ministries, departments, and agencies of the Imperial Government, including the Austenasian Armed Forces, shall only obtain funding through the Treasury by approval of the Emperor, Prime Minister, and Chancellor, or by direct donations used entirely for specific expenditures approved of by the donor and the Chancellor.

The Treasury shall report in the months of March, June, September and December to Parliament a complete record of all public transactions, including transfers of funds between Local Treasury Offices.

The Chancellor shall have the authority to appoint Austenasian subjects as Directors of Local Treasury Offices. These Directors shall maintain records of all public transactions, including transfers to other Local Treasury Offices, and make a complete report of these transactions to the Chancellor whenever they may occur.

A Director of a Local Treasury Office may be removed from their position by the Chancellor, Prime Minister, or House of Representatives.
