VII Dec. I 2011 (States of Emergency)

The DEFCON system is to be used to indicate the security level of the country, and the risk to the continued existence of the Empire as a sovereign state. The DEFCON level is to be set by the Prime Minister.

1. DEFCON 5 – peace – is normal peace-time.

2. DEFCON 4 – moderate threat – is when the country could be under threat from attack or rebellion, or when a natural disaster that could affect the security of the nation is thought to be imminent.

3. DEFCON 3 – substantial threat – is when there is a definite risk of attack or rebellion, or when a natural disaster affecting the security of the nation has occurred.

4. DEFCON 2 – severe threat – is when the Empire is at war or a rebellion has occurred, or when a severe natural disaster is affecting the security of the nation.

5. DEFCON 1 – critical threat – is when the sovereignty of the Empire is severely threatened by war or rebellion, or when an extreme natural disaster is likely to destroy the country.

A State of Emergency may only be declared by the Monarch and the Prime Minister, if the Empire is at DEFCON 1 or 2.

If a State of Emergency is declared, then at least one Emergency Meeting of Parliament must be called, to discuss the appropriate response to the threat to the Empire.

Money from the Emergency Fund may only be spent during a State of Emergency, with consent from Parliament.

In accordance with the Third Imperial Edict of HIM Emperor Declan I, it is the responsibility of the Secretary-General to form various Emergency Contingency Plans to be followed in the case of various situations which may pose a threat to the security of the Empire. Such plans must be approved by the Prime Minister or Monarch before becoming official Emergency Contingency Plans, and are to be kept confidential until required.
