In accordance with Act 11, Law 7, Paragraph F, only the Prime Minister can declare a State of Emergency. After declaring one, the Emperor/Empress and all Members of Cabinet must be informed that the country is at a State of Emergency. There must also be an announcement both on television and on the website of the Government of Austenasia.
Laws 5 and 6 of Act 11 are hereby repealed. If a State of Emergency is declared, then the Emperor and the Prime Minister both have the right to call an Emergency Meeting of Parliament to discuss what the Government should do about the Emergency. All Members of Cabinet and the Prime Minister/Emperor (whichever did not call the meeting) must be told about the Emergency Meeting.
A State of Emergency can only be declared if:
The county is at DEFCON 1 or 2 due to an invasion or large-scale rebellions.
There is a natural disaster such as an earthquake, fire or storm.
The Ministry of the Treasury is hereby ordered to start an Emergency Fund, with no less than 15% of the annual income to go towards it.
If an Emergency Meeting of Parliament is called, then the following can be voted for:
The founding of a Ministry of Defence to protect the Empire of Austenasia (if in case of invasion or rebellion).
The use of the Emergency Fund in whatever way seen as necessary.
The issuing of Emergency Public Broadcasts to warn the public of whatever dangers the Emergency might have.
The closing of the borders of Austenasia.
The granting of temporary Emergency Powers to be granted to the Emperor or Prime Minister for as long as the State of Emergency remains (e.g. the Emperor has absolute power or Royal Consent is not needed to pass laws concerning the Emergency).
