In regards to the Third Imperial Decree of HIM Emperor Declan I, the possession or usage of tobacco and/or nicotine is no longer a misdemeanour (the production and dealing of tobacco and/or nicotine remain second-class felonies). Private property, with the permission of the owner

Areas of public property which are not enclosed by walls or a roof of any kind

Areas of Crown property which are not enclosed by walls or a roof of any kind, in which usage of said drugs is expressly permitted by the Monarch or respective Crown Steward(s).

Usage of tobacco and/or nicotine in an area not permitted by Paragraph 1 of this same Act shall remain the misdemeanour of drug taking. Possession on the person of over 500g of tobacco and/or nicotine shall remain the misdemeanour of drug possession. Possession within the Empire (not necessarily on the person) of over 1kg of tobacco and/or nicotine shall also be classed as the misdemeanour of drug possession. Even if said drugs are not at that moment being used, persons displaying tobacco and/or nicotine in an area not listed in Paragraph 1 of this same Act shall be obliged to conceal them if requested to by a member of the Austenasian Police.

It is hereby prohibited for a person to take across the border with the United Kingdom into Austenasia amounts of tobacco and/or nicotine with them totalling more than 300g in the same month. [This subsection has been changed – see XLIX Jon. I 2015, Paragraph 2]

Drugs possessed by persons found guilty of drug possession shall be destroyed.
