The purpose of this Act is to establish the legal status of legislative committees, their formation, jurisdiction, and other limitations. This Act also establishes the Imperial Budget and other legal financial reports relating to Parliament.

There shall be in the House the following standing committees, each of which shall have the jurisdiction and related functions assigned by Paragraph 2. All bills, resolutions, and other matters relating to subjects within the jurisdiction of the standing committees listed in this clause shall be referred to those committees as follows:

Committee on the Armed Forces

Committee on the Budget

Committee on Commerce
-
Committee on Foreign Affairs

Committee on House Administration

The jurisdiction and overview of legislation proposed in the House assigned to the committees in Paragraph 2, Subsection (a), (b), (c), (d), and (e), respectively, shall be:

Any legislative action which creates, disbands, or otherwise changes a unit or administrative body within the Austenasian military. As well as the creation, disbanding, suspension or other change to an award bestowed by the government.

Any legislative action which details the appropriated funds to the Treasury or any other organ of government by the House.

Any legislative action that has to do with the transportation, trade, and regulation of goods and services within and outside of Austenasia.

Any legislative action which deals with the relations between Austenasia and other states.

Any legislative action that has to do with conduct, administration, and other changes relating to the House of Representatives and its procedure. May also be known as the ‘Rules Committee’.

Committees are led by a Chair who is appointed by the Speaker.

The Chair may, through the assent of the speaker and without other objections by any member of the House, appoint representatives to the Committee which they lead.

Committees must include two or more representatives, but cannot exceed half the number of current members of the House.

The House may also, through the appropriate motion and a majority vote in favor, create special committees for particular issues. Special committees may be disbanded through the appropriate motion and a majority vote in favor. Special committees follow the same structure and procedure for gaining members as Standing Committees.

The Parliament must, at the beginning of each Fiscal Year (FY), approve a budget allocating funds for use by the Government.

A budget must include:

A total amount of funds appropriated for use by the Treasury.

A segmented report on both prior Fiscal Year and planned spending by each ministry.

The signature of the Chancellor of the Treasury prior to submission to the House.

Parliament may, through express permission or request of the Chancellor, require a public report of the revenues and expenditures of a City, Town, or Crown Dependency.

These public reports may contain the data from one or more consecutive Fiscal Years or Fiscal Quarters (FQ).
