The Prime Minister is elected by the people by means of a majority vote held every 3 years. [This law has been changed – see Act 15, Law 1]
The Emperor cannot run for Prime Minister. [This law has been changed – see Act 50, Law 2]
Candidates for Prime Minister must be members of Cabinet.
There can be a maximum of four candidates for Prime Minister.
Candidates for Prime Minister must be approved by the Emperor. He/she must approve at least two candidates.
The Emperor cannot replace one candidate with another once they have been approved, unless the original candidate is placed under arrest.
Cabinet is formed out of one representative from each town in Austenasia. The representatives are elected by the residents of the respective town every year.
The process for passing an act is so:
The Prime Minister or a member of Cabinet suggests an act to pass.
That member of Government then writes down and outlines the act.
The Cabinet and Prime Minister can then debate upon the act.
The Cabinet and Prime Minister then vote on that act. If more than 50% of the government votes to pass the act, it goes on to the Emperor to give Royal Consent, thus making it Law. [This paragraph has been changed – see Act 47, Law 2]
If the Emperor approves the act, it formally becomes law when the Emperor reads it out to the assembled population of Wrythe. [This paragraph has been changed – see Act 12, Law 1]
If the act is a declaration of war, then the Prime Minister must vote yes and more than 60% of the Cabinet must vote yes for it to pass on to the Emperor. If more than 80% of the Cabinet votes yes, then the Prime Minister does not have to vote yes.
The Constitution (Act 1 of the Government of Austenasia) can only be changed in any way if the Emperor, the Prime Minister and more than 95% of the Cabinet vote for the changes.
