The Purpose of this Act is to clearly state the policy of the Empire in regards to its requirements for recognition of and diplomacy with other states and nations, to grant recognition to Ashukovo, Wyvern, Sabovia and Leylandiistan as sovereign states, to grant recognition to Volfa as a sovereign nation, to make Sabovia a protected state of the Empire, and to revoke recognition of the now defunct state of Peribius, as well as to legislate in regards to sovereign and diplomatic immunity.

The Empire of Austenasia shall only recognise as sovereign states those entities which have a stable government exercising authority over the permanent population (which is aware of, consents to, and abides by said governance) of a claimed and controlled area of land. The Empire of Austenasia shall only recognise as sovereign nations those entities which have a stable government exercising authority over a population which is aware of, consents to, and abides by said governance, and willingly and collectively identifies itself as the nation said government claims to exercise authority over. A period of time after the declaration of a new state or nation shall be observed to ascertain whether or not the new entity is capable of exercising sovereignty before recognition is bestowed, the length of this period being eight months unless changed by order of the Monarch or Chief Ambassador. Said observatory period may be waived if said entity becomes a member of the United Nations, the Commonwealth of Nations, the Grand Unified Micronational, the Unrepresented Nations and Peoples Organisation, or the Community for Democracy and Rights of Nations.

The Empire of Austenasia hereby recognises the Ashukov Federation as a sovereign state which is independent from the United Kingdom, the United States of America, Romania, Greece, and France. The sovereignty of Ashukovo is recognised over all land which it both claims and controls.

The Empire of Austenasia hereby recognises the Kingdom of Wyvern as a sovereign state which is independent from the Netherlands. Wyvernian sovereignty is recognised over all land which it both claims and controls.

The Empire of Austenasia hereby recognises the Principality of Sabovia as a sovereign state which is independent from the United Kingdom. Sabovian sovereignty is recognised over all land which it both claims and controls. With the consent of its government, Sabovia is hereby declared a protected state of the Empire of Austenasia. Austenasia shall militarily defend Sabovia against an attack by a third party upon the request of the Sabovian government. [This paragraph has been changed – see LVII Jon. I 2016, Paragraph 10]

The Empire of Austenasia hereby recognises the Democratic Republic of Leylandiistan as a sovereign state which is independent from Ireland. Leylandiistani sovereignty is recognised over all land which it both claims and controls.

The Empire of Austenasia hereby recognises Volfa as a sovereign nation, exercising sovereignty over its population independently of the Republic of Malta.

Paragraph 4 of IV Jon. I 2013 (Foreign Affairs) is hereby repealed – recognition of the Biarchy of Peribius is hereby revoked due to the loss of sovereignty formerly held by said state.

Any ambassador or diplomat sent to Austenasia by the government of a state or nation recognised by the Empire shall be afforded diplomatic immunity; that is, they shall be granted safe passage to their destination in Austenasia and shall not be arrested for any actions they commit which may constitute crimes under Austenasian law. A person afforded diplomatic immunity may have their diplomatic immunity revoked should they commit actions of a severe nature – including, but not limited to, crimes under Austenasian law – by the Monarch, and may then be subject to arrest after 24 hours have passed from the ambassador or diplomat in question being informed of the revocation of their diplomatic immunity, during which time they will be permitted to freely leave the Empire.

Ambassadors and diplomats of the Empire of Austenasia – that is, the Chief Ambassador, any ambassador appointed by the Foreign Office to another country or region, and any Government Minister, Representative (including the Prime Minister), or member of the Foreign Office representing Austenasia abroad in an official capacity – are expected to be treated in the countries to which they represent the Empire with the courtesy due to their position. The Empire of Austenasia claims diplomatic immunity for its ambassadors and diplomats, and will regard as a breach of international law any violation of this immunity.

The monarch – or, in the case of non-monarchical countries, the elected head of state – of a state or nation recognised by the Empire shall be afforded sovereign immunity; that is, they shall be granted safe passage to their destination in Austenasia and shall not be arrested for any actions they commit which may constitute crimes under Austenasian law. Any monarch or former monarch who falls into Austenasian custody – for example, after being defeated in a war against the Empire – shall be treated with the respect due to a person of their position. The Monarch of Austenasia holds sovereign immunity, and any action taken by any government or government body against the imperial majesty of their person shall be regarded as an act of aggression against the Empire.
