The Friends and Enemies List is hereby created, on which will be listed friends and enemies of the Empire of Austenasia.
The Friends List shall be comprised of the following three lists:
Friends of the State
Friends of the Government
Friends of the People
Any person who has helped to protect, advance, or benefit in any way the Empire of Austenasia as a state may be listed as a Friend of the State.
Any person who has helped the Austenasian Government achieve fair and wise governance of the people and succeed in acting in the national interest may be listed as a Friend of the Government.
Any person who has showed kindness and respect to the Austenasian people and helped them, as a whole or as non-discriminatory groups, may be listed as a Friend of the People.
The Enemies List shall be comprised of the following three lists:
Enemies of the State
Enemies of the Government
Enemies of the People
Any person who has threatened the existence of Austenasia as a state, or its sovereignty or national interests may be listed as an Enemy of the State.
Any person who has threatened the authority and/or effectiveness in governance of the Austenasian Government or threatened the Government in any other way, and/or threatened the safety of its members may be listed as an Enemy of the Government.
Any person who has threatened the rights and safety of the people of Austenasia may be listed as an Enemy of the People.
A person may be on any number of the lists of the Friends List, or any number of the lists of the Enemies List, but may not be on both the Friends and Enemies Lists.
A person can only be added to the Friends and Enemies List by a majority vote of the Cabinet.
An arrest warrant is automatically issued for any person on the Enemies List – police officers should arrest them on sight and bring them to an Austenasian Police Station, upon which the Prime Minister should be informed of their capture. [This law has been added to – see Act 99, Law 4]
