- The purpose of this Act is to bestow recognition of New Richmond and Dracul, to recognise Vodopol as the successor of Vlasynia, to revoke recognition of Dominel and Ikonia, to clarify the Austenasian position on the geopolitical situation involving China and Taiwan, and to clarify the means by which diplomatic relations can be broken off with a mutually recognised state, or by which the Empire can signal its unwillingness to enter into relations with a unilaterally recognised state.
- The Empire of Austenasia hereby recognises the New Richmond Republic and the Commonwealth of Dracul as sovereign states, independent from the United States of America, with their sovereignty recognised over the land they both claim and control.
- The Free City of Vodopol is hereby recognised to be the successor state of the Despotate of Vlasynia.
- The Empire of Austenasia hereby revokes recognition of the Kingdom of Dominel and of the Kingdom of Ikonia, in response to the dissolution of their governments and effective collapse of their statehood.

The Empire of Austenasia recognises the sovereignty of the Republic of China over all territory it both claims and controls, and likewise recognises the sovereignty of the People’s Republic of China over all territory it both claims and controls
- Austenasian recognition of the sovereignty of the People’s Republic of China does not extend to recognition of the Chinese claims to any territory in Aksai Chin, the Spratly Islands, and/or the Paracel Islands, territorial disputes involving which Austenasia will not at the present time take an official position.
- Diplomatic recognition is no more than the official acknowledgement by Austenasia that the recognised country possesses sovereignty and the corresponding legal personality under international law.
- Unless otherwise indicated, diplomatic recognition by Austenasia automatically includes both recognition of the legitimacy of the generally recognised government of that country and receptiveness to entering into diplomatic relations.
- To hold diplomatic relations with the government of another country is to be in a bilaterally recognised relationship whereby formal communication between the two governments can take place without intentional hindrance and with recognition of the rights and privileges of each other as representatives of their countries. Diplomatic relations are established by formal bilateral agreement, whether or not in the form of an official treaty.
- Should there be reasonable doubt over the legitimacy of the government of another country, Austenasia may withdraw recognition of said government by joint decision of the Monarch and Prime Minister. Restoration of that recognition, or recognition of the legitimacy of an alternative claimant to the government of that country, may likewise be granted by the joint decision of the Monarch and Prime Minister.
- Austenasia may suspend diplomatic relations with another country regardless of its position on the legitimacy of its government. This decision may be taken by the agreement of the Monarch and Prime Minister, and reversed by the same.
- In the case of a country which is unilaterally recognised, the position may be taken that Austenasia would be unwilling to enter into diplomatic relations with it even if said recognition was reciprocated. This stance may be taken towards another country by the agreement of the Monarch and Prime Minister, and reversed by the same.
- For the purposes of Paragraphs 6-11 of this same Act, “country” refers to either a sovereign state or to a sovereign nation.
